The protection of your personal data is of particular concern to the Federal Office of Civil Protection and Disaster Assistance (BBK), which is why we only process your personal data to the extent necessary. Which data is required and processed for which purpose and on which basis, depends to a large extent on the type of service that is used by you, or depends on the task for which we require it.

1.2. Personal Data
Personal data is any information relating to an identified or identifiable natural person. A natural person is considered to be identifiable if they can be identified directly or indirectly - in particular by means of assignment to an identifier such as a name, an identification number, location data, an online identifier.
1.3. Protection of Minors
Persons under the age of 16 should not transmit any personal data to us without the consent of their parents or guardians. We do not request any personal data from children and young people. We do not knowingly collect such data and do not pass it on to third parties.
1.4. Hosting (as part of order processing)
The service provider Qualitus GmbH, Venloer Str. 575, 50827 Cologne was commissioned with the hosting of and technical support for the ILIAS installation of the BABZ. All data from the online learning platform is stored on servers of Qualitus GmbH. An order processing contract was concluded through which Qualitus GmbH assures that the data will be processed on behalf of the BABZ in accordance with the General Data Protection Regulation and that the rights of the respective individuals will be protected.
The hosting services used by the BBK from the service provider Qualitus serve to provide the following services: hosting and maintenance of the server (including system administration) on which the ILIAS platform is stored; technical support in terms of system administration; adaptation programming, error analysis and bug fixing as well as delivery of the code to the ILIAS platform; support and update services that are used for the purpose of operating the online offer.
The BBK or our service provider (Qualitus) processes the following data types or data categories: Personal details / master data (essentially name, title, e-mail address), additional data entered voluntarily from the personal profile, data on the organizational structure (e.g. course affiliations), data about learning activities (e.g. certificates and learning times) as well as meta and communication data from users of this online offer on the basis of our legitimate interests in an efficient and secure provision of this online offer in accordance with Article 6 Paragraph 1 lit. f GDPR in Connection with Art. 28 GDPR (conclusion of a contract for order processing).
The provision of the contractually agreed data processing takes place exclusively in a member state of the European Union or in another contracting state of the Agreement on the European Economic Area. The processor provides security in accordance with Art. 28 Para. 3 lit. C, 32 GDPR, in particular in connection with Art. 5 Para. 1, Para. 2 GDPR.
2. Data Processing in Connection with Visiting this Website
2.1. Access to www.lernplattform-babz-bund.de
Every time a user accesses the website http://www.lernplattform-babz-bund.de and the content made available on it, the web server collects and stores information in the server log files. The browser automatically transmits this to the server. This information consists of:
- browser type and browser version
- operating system used
- referrer URL
- host name of the accessing device
- time of server request
- IP address.
This data is not merged with other data sources, the data is regularly deleted.
2.2. Use of Technically Required Cookies
The website http://www.lernplattform-babz-bund.de uses cookies in order to technically guarantee the safe and correct provision of this website. Cookies are small text files that are exchanged between the web browser and the hosting server. Cookies are stored on the user's computer and transmitted to our site. They enable ILIAS to distinguish the individual browser of the person concerned from other internet browsers that contain other cookies. Cookies also save a user's preferred settings, e.g. the number of entries displayed on a table page. Additionally, cookies serve to ensure the security of the users and the operator, since ILIAS can use the cookie to check whether a page in ILIAS is actually called up by the person authorized to do so. In the web browser used in each case, you can restrict or generally prevent the use of cookies by choosing a corresponding setting. Cookies that have already been saved can be deleted at any time. If technically required cookies are deactivated for this website, this can result in the website not being able to be displayed or used in its entirety.
The legal basis for the use of technically necessary cookies is Article 6 Paragraph 1 Letter e GDPR in conjunction with Article 25 Paragraph 2 No. 2 of the Telecommunications Telemedia Data Protection Act (TTDSG). According to this, the user's consent is not required for the setting of technically necessary cookies.
The following - technically required - cookies are set:
ILIAS uses both temporary cookies that become invalid after the end of the session or when the browser is closed, as well as cookies that are stored for a longer period of time. Via the settings of their browser, users can see which cookies have been set by ILIAS and delete them if necessary. However, it is not possible to use ILIAS without cookies for technical reasons.
3. Data Processing within the Scope of Using the Publicly Accessible Offer
The BABZ offers content in the section "Freies Lernangebot" of the learning platform that can be visited without registration. In this free section, selected content with limited functionality is made available. This area of the online learning platform can be accessed without having to provide any information about your own identity, so no personal data is stored. The browser used on the user's end device only automatically sends information to our website's server (e.g. browser type and version, date and time of access, IP address) in order to allow for the establishment of a connection to the website.
4. Data Processing as Part of the Registration and Use of the Non-Publicly Accessible Offer
4.1. Registration
The Registration on the online learning platform is voluntary and based on your consent (Article 6 (1) (a) GDPR).
If content is made available on the learning platform as part of a BABZ seminar for which you have registered, an account will be created for you. The data that is absolutely necessary for using the learning platform (first name, last name, title and e-mail address) will be transferred to the learning platform. When the account is created, you will receive an automatically generated e-mail with your access data. When logging in for the first time, you will be asked to agree to the user agreement and consent to data processing.
In the case of self-registration, you enter the necessary data yourself in a registration mask (first name, last name, salutation and e-mail address). You will also be asked to consent to the user agreement for the learning platform and to data processing.
4.2. Usage
From the moment you register as a user, the learning platform will process data that you enter or that are automatically generated as a result of your use. This is necessary because the use of the learning platform is used for learning and working in digital space and for communication between users and lecturers. If this data refers to your person, it is personal data.
A display of personal data that goes beyond the name and user name can be influenced by the users themselves by making appropriate settings in their personal profile.
Data on usage behavior on the learning platform is recorded by the system and can be viewed by administrators and authors. The following data is recorded and stored:
- Consent to the terms of service and data processing according to privacy policy and date of consent
- Rights and roles of each username
- For membership in groups and courses: Date of enrollment and learning progress ("Not yet started" / "In progress" / "Edited" / "Failed")
- Historical data: date the account was created and by whom (owner), last login and ownership of objects
- In the event of an error and for quality assurance, server protocols (logs) can be activated and evaluated by the administrators. These contain the name of the retrieved file or page, date and time of retrieval, amount of data transferred, http status code, retrieving IP address and browser type and version.
The following data can be viewed by the following persons within the framework of courses and groups for the fulfillment of the respective purpose:
- Course tutors, group and/or course administrators see the enrolled participants and their learning progress with master and history data (enrollment status, participant list, learning success, last login/registration)
- Group and/or course members see the usernames of other members and can contact them. Further information (so-called profile data) is only visible if it has been released by the person concerned.
The personal data collected is used exclusively to carry out the respective training measure and will not be passed on to other people or bodies. They can be used anonymously for statistical purposes as part of quality management.
4.3. Storage Duration
In order to enable access to the documents of the seminars for as long as possible, accounts remain in place for at least 36 months after registration, unless early deletion is expressly requested. After 36 months of inactivity, users will be notified by email that their access will be deleted. If further use is desired, there is a two-week transitional period during which either the corresponding feedback can be given or a login to the learning platform can take place, otherwise the account will be irrevocably deleted.
5. Collection of Personal Data for Contacting Users
BABZ employees can be contacted by e-mail, letter or telephone (hotline). We store your data only for the purpose of contacting you and processing your request. Processing of the personal data you have transmitted is necessary for the purpose of processing your request.
If you contact us via the contact options described above, the processing of transmitted (personal) data and the content (which may also contain personal data transmitted by you) is based on Article 6 Paragraph 1 lit. e GDPR in Connection with § 3 BDSG for the purpose of processing your request. The storage takes place in accordance with the applicable deadlines of the registration guideline, which supplements the joint rules of procedure of the federal ministries (GGO).
The processing of personal data takes place as described below, depending on the contact route.

E-mail addresses of third parties on specialist topics are also provided on the BABZ learning platform. If these addresses are not located on the domain ...@bbk.bund.de, the processing of personal data is not the responsibility of the BBK. 6.2. Legal Basis for Processing
The legal basis for the processing of data after interaction with the content of the social media profiles of the BBK by the user is Article 6 Paragraph 1 Letter e GDPR in conjunction with Section 3 BDSG as well as when the user has given their consent according to Article 6 (1) (a) GDPR.
6.3. Purpose of Processing
The operation of the social media profiles of the BBK is necessary for targeted and balanced public relations, personnel recruitment and crisis and emergency communication of the BBK. The associated processing of your data when you visit the site is for this purpose.
This is data processing in the public interest within the meaning of Article 6 Paragraph 1 lit. e GDPR. In 1977, the Federal Constitutional Court ruled that the public relations work of the federal government is not only constitutionally permissible but also necessary, since democratic decisions require informed citizens. In a further decision in 1983, the court affirmed this as long as the government communicated its policy objectively, correctly, proportionately and with restraint. Other judgments came to the same conclusion.
Statistical studies show that the use of media and the information behavior of citizens is changing. More and more population groups are getting less and less information about everyday events from "classic" information channels such as daily newspapers or television channels. Rather, media that operate exclusively or at least partially on the Internet, above all social media platforms, are used for information. With its public relations work, the BBK pursues e.g. the goal of reaching as many sections of the population as possible and providing information within the framework of the constitutional mandate.
The BBK uses social media platforms in addition to other essential media channels. This gives citizens the opportunity to find out about the work of the BBK and to make contact via different channels, but always with the same quality. 6.4. Facebook
6.4.1. Information on the fan page of the Federal Academy for Civil Protection and Civil Defense (BABZ)
For the information service offered here, the BBK uses the technical platform and services of Facebook Ireland Ltd., 4 Grand Canal Square Grand Canal Harbour, Dublin 2, Ireland.
We point out that you use this Facebook page and its functions on your own responsibility. This applies in particular to the use of the interactive functions (e.g. commenting, sharing, rating).
6.4.2. Processing of Personal Data by Facebook
When you visit the BABZ Facebook page, Facebook records, among other things, your IP address and other information that is available on your PC in the form of cookies. This information is used to provide the BBK (as the operator of the Facebook page) with anonymous statistical information about the use of the Facebook page. The data collected about you in this context will be processed by Facebook Ltd. and possibly transferred to countries outside the European Union. When you access a Facebook page, the IP address assigned to your device is transmitted to Facebook. According to information from Facebook, this IP address is anonymised. Facebook also stores information about its users' end devices (e.g. as part of the "registration notification" function); it may be possible for Facebook to allocate IP addresses to individual users.
If you are currently logged in to Facebook as a user, there will be a cookie with your Facebook ID on your device. This enables Facebook to understand that you have visited this site and how you have used it. This also applies to all other Facebook pages. Facebook buttons integrated into websites enable Facebook to record your visits to these websites and assign them to your Facebook profile. Based on this data, content or advertising tailored to you can be offered.
If you want to avoid this, you should log out of Facebook or deactivate the "stay logged in" function, delete the cookies on your device and close and restart your browser. In this way, Facebook information, through which you can be identified directly, is deleted. This allows you to use the Facebook fan page without revealing your Facebook ID. 6.4.3. Facebook Page Insights
In its so-called "Page Insights", Facebook processes a range of personal data from site visitors for its own purposes. This processing takes place regardless of whether site visitors are logged in to Facebook or not and whether site visitors are members of the Facebook network. Users who access the Facebook pages without being registered or logged in to Facebook can also use a cookie banner set by Facebook to influence the scope of data processing. Page Insights are aggregated statistics generated from certain "events" logged by the Facebook servers when people interact with pages and the content associated with them. Site operators themselves do not have access to the personal data that is processed as part of "Events", only to the summarized, anonymous page insights. The BBK points out that you use the Twitter short message service offered here and its functions at your own risk. This applies in particular to the use of the interactive functions (e.g. retweeting, liking).
6.6.2. Processing of Personal Data by Twitter
The data collected about you when you use the service will be processed by Twitter Inc. and, if necessary, transferred to countries outside the European Union. This includes your IP address, the application you are using, information about the end device you are using (including device ID and application ID), information about the websites you have accessed, your location and your mobile phone provider. This data is assigned to the data of your Twitter account or your Twitter profile.
We have no influence on the type and scope of the data processed by Twitter, the type of processing and use or the transfer of this data to third parties. You have options for restricting the processing of your data in the general settings of your Twitter account and under "Privacy and security". In addition, you can restrict access from Twitter to contact and calendar data, photos, location data, etc. on mobile devices (smartphones, tablet computers) in the setting options there. The BBK uses the video portal "YouTube" from Google Ireland Limited, Gordon House, Barrow Street, Dublin 4, Ireland (hereinafter referred to as "Google") for its video content.
6.7.2. Processing of Personal Data by Google

In some cases, information is transmitted to the parent company Google Inc. based in the USA, to other Google companies and to external partners of Google, each of which may be located outside the European Union. For this purpose, Google uses standard contractual clauses approved by the European Commission and the adequacy decisions issued by the European Commission with regard to certain countries. 6.7.3. Privacy Settings
The BBK uses the "extended data protection mode" option provided by Google. If you call up a page that has an embedded video, a connection to the Google servers is established and the content is displayed on the Internet page by notifying your browser.
According to the information provided by Google, your data - in particular which of our websites you have visited and device-specific information including the IP address - will only be transmitted to the YouTube server in the USA in the "extended data protection mode" if you watch the video.
If you are logged into Google or YouTube at the same time, this information will be assigned to your YouTube member account. You can prevent this by logging out of your member account before visiting our website. Through your use of LinkedIn, your personal data is collected, transferred, stored, disclosed and used by LinkedIn Ireland Unlimited Company and is - regardless of your place of residence- transmitted to as well as saved and used in Ireland and any other country in which LinkedIn Ireland Unlimited Company does business. In this respect, we point out that it is possible for user data to be processed outside the European Union, in particular in the USA. You have the following rights with respect to the BBK and the website www.lernplattform-babz-bund.de operated by the BBK with regard to your personal data:
- Right of Access by the Data Subject, Art. 15 GDPR
With the right of access, the person concerned receives a comprehensive insight into the data concerning him and some other important criteria such as the processing purposes or the duration of storage.
